Webinar series: Cómo articular respuestas integradas a la crisis sanitaria, económica y climática en ALC

Issue based coalition on climate change and resilience

This recently established IBC is led by UNDRR and UNEP and counts on the participation of ECLAC, FAO, ILO, IOM, UNDP, UNESCO, UNFPA, UNICEF, UNHCR, UNIDO, UNOPS, UN Women, WFP and DCO. Its objective is to enable UN agencies to work together to support a coherent and aligned implementation of the Global Agendas, in particular the 2030 Agenda, the UNFCCC including the Paris Agreement, and the Sendai Framework for Disaster Risk Reduction 2015-2030. This IBC aims to strengthen and streamline inter-agency coordination and UN system accountability on Climate Change, Resilience and DRR work at the regional and subregional levels.

In the context of COVID-19, the interagency team has identified the need to (1) understand and provide recommendations related to the systemic nature of risk and the extent to which natural, human, political, economic and social systems interact; and (2) identify specific elements to link stimulus packages and recovery strategies and plans to environmental sustainability, climate action and resilience in order to Build Back Better and Greener.

Once Latin American and Caribbean states have tackled the immediate health emergency of COVID-19, the region will face a period of sharp economic contraction. The need to respond quickly to avoid a severe economic shock may provide a strong argument to disregard climate considerations. Economic recovery plans post COVID-19 will require vast amounts of resources, increasing the region’s already high debt. With current and expected impacts of climate change – drought, floods, hurricanes, losses in agriculture production, energy losses and exposure to increased pandemics, among others – most countries’ capacity to respond to climate crises will be critically decreased.

In this context, it has never been more important to make the COVID-19 response strategies different to economic recovery plans seen before. Mainstreaming sustainability and climate-proof solutions has never been more important than now to improve resilience of societies, to be prepared in the best possible way for the future. Countries should integrate sustainability into their recovery plans. This session will address the opportunities of acting on high impact climate-proof solutions that can yield substantial economic growth and millions of decent jobs, while addressing climate change and leaving no one behind. In doing so, the session will focus on the opportunities for coordinated public-private action to address these responses and maximize limited public resources.
